Abstract

This study explores power dynamics shaping sustainability transitions in Paraná’s soybean sector. It investigates how different forms of power help or hinder transformations in the soy value chain. Using a typology from polycentric governance and agroecological transition theory, we show how asymmetries across three forms of power constrain organic soy while privileging transgenic seeds and herbicides. Power by design penalises organic farmers facing contamination, while agricultural machines and productivity norms express pragmatic power and framing power linked to external inputs. We also identify social processes challenging dominant power constellations across private and governmental organisations and soy producers.
