Habitação e dinâmicas sociodemográficas no Portugal contemporâneo : Contributo para uma discussão sobre “Habitação e natalidade : Enquadramento e políticas públicas”

Abstract

Este policy brief debate o contributo que sistemas e políticas de habitação podem fornecer à questão da natalidade e aos desafios demográficos (redução da fecundidade e envelhecimento populacional) em curso em Portugal. Primeiro, identificamos as relações entre acesso à e preços da habitação, estabilidade habitacional, regimes de ocupação e natalidade. Segundo, resumimos o papel do sistema e das políticas portuguesas – a prevalência da habitação própria, o papel das redes familiares e informais, um mercado do arrendamento fortemente liberalizado, o amplo stock de devolutos – na constituição dos problemas identificados. Finalmente, apresentamos algumas recomendações para a constituição de uma política de habitação universal, necessária para mitigar as consequências dos desafios demográficos contemporâneos em Portugal.This policy brief discusses the role of the housing system and policies vis-à-vis the issue of natality and current demographic challenges in Portugal (low rates of fecundity and population ageing). First, we identify the relations between access to housing, housing prices, stability of tenure, tenure typologies and natality. Second, we summarise the role of the Portuguese housing system and policies – the prevalence of homeownership, the role of familiar and informal networks, the liberalisation of the rental market, the large stock of empty housing – in constituting existing problems. Finally, we set out some recommendations toward the constitution of a universal housing policy as a way to mitigate contemporary demographic challenges in Portugal.
