Abstract
Information and communication technologies, are a set of telecommunication services, contribute to the sustained and strategic development in any rural or urban environment. However, it requires complex platforms for its operation. ICTs, today have an impact on all social strata, with the exception of rural provinces such as La Unión, which has a Human Development Index (HDI) below the global average, with poverty levels above 50%, with populations of few inhabitants, special customs and speak the Quechua language. The objective is to identify the factors that dismantle the province of La Unión with the development of Arequipa from the perspective of the use of ICTs. The methodology used is qualitative-quantitative, with a descriptive and documentary approach, allowing us to recognize the weaknesses of an effective articulation, so an integral, interdisciplinary approach with emphasis on the use of information and communication technologies is proposed.
