Governing Boards as Institutional Umbrellas: A Framework for Strategic Governance Amid Legislative Challenges

Abstract

As anti-CRT, anti-diversity, equity, and inclusion, and anti-LGBTQ laws, executive orders, and policies gain traction in higher education, innovative strategies are urgently needed to support decision-makers in safeguarding the institutional mission amid these threats. Recent studies, for example, underscore the critical role trustee boards can play in maximizing equity in colleges and universities. Trustees are uniquely positioned to model change, hold institutions accountable, and contribute resources to support mission-critical equity initiatives. The authors propose a tailored strategic framework for higher education boards to champion inclusive governance within their institutions. They offer a critical analysis of recent legislative bills targeting diversity, equity, and inclusion and position boards as institutional umbrellas that, through their own primary roles and responsibilities, enable other postsecondary decision-makers to fulfill commitments to diversity, equity, and inclusion. By prioritizing strategic and inclusive governance, boards can protect and uphold mission-centric values within their institutions for themselves and other leaders, regardless of the political environment.
