Abstract

The text is based on the theory of cooperative federalism, focusing on the categories that underlie the search for unity in diversity: decentralization, autonomy and cooperation. The research is qualitative, based on documentary analysis and content of semistructured interviews, organized by thematic categories, with the elaboration of semantic networks. It is argued that the Plano de Acoes Articuladas operates through a territorial distribution of power between the Union, state and municipality, seeking to break with the political tradition of clientelism in education. However, local preferences are poorly considered, and regional asymmetries remain, in addition to unfulfilled commitments and lack of transparency. Joint responsibilities demand clarity in sharing power and effective communication between entities, and overcoming areas of overlap and interpenetration. It is concluded that the Plano de Acoes Articuladas is based on intergovernmental relations whose core is the prevalence of hierarchical authority between entities.
