Abstract

This study aims to design an application model in the field of health at the Indonesian Ministry of Health using the administration of a database of health insurance participants in the 2019 COBIT framework. The International ISO issues ISO / IEC 27002 where there is a list of generally accepted control objectives and best practice controls that can be used as implementation guidelines when selecting and implementing controls to achieve information security in the field of health services as follows: To design the context design of the which is a health application that uses the COBIT and OECD framework, To support the implementation of the principles of transparency and accountability in the context of RKAPB based on cloud computing and IoT in public health center and hospitals throughout Indonesia and To produce the IPR context of the Indonesian National standards Application that can be used by national Ministry of Health agencies and other private Health Industries. The object of the study is the data of participants in the health insurance of the province of Jakarta, Indonesia. The research instrument uses the 2019 COBIT Framework and the 2019 OECD Health Statistics for standardization based on Indonesian National standards, which is the database of health insurance participants of the Indonesian Ministry of Health and the 2018 OECD Statistics administration database as objects. The sampling technique is to use the ISS application prototype. The results of the study are the design of application models in the health sector at the Indonesian Ministry of Health which are standardized based on Indonesian National standards.
