National Resilience and Biological Threat Deterrence in the United Kingdom: Technical Advancements and Collaboration Enhancements

Abstract

The United Kingdom (UK) has significantly improved its biosecurity measures in recent years, as evidenced by the 2023 Biological Security Strategy and ongoing initiatives like the Biothreats Radar. The 2023 Strategy signaled significant policy shifts to ensure the country achieves resilience to the spectrum of biological threats by 2030. The strategy includes four pillars to counter biological threats–understand, prevent, detect, and respond- as part of a comprehensive One Health approach. The UK has become a leading proponent of a whole-of-society approach to biosecurity planning and response that draws together biological security expertise and capabilities across the public and private sectors. Since its publication, the UK Government has started to deliver an impact across the strategy’s ambitious commitments. These early indications of progress will require continued leadership and effective coordination amidst a challenging fiscal environment and the understandable prioritisation of conventional capabilities.
