Abstract
The rehabilitation of inmates at the Mataram prison aims to improve the best services that lead to the formation of behavior and independent development so that upon leaving the prison, they have work that is useful for themselves and the surrounding community. The strategy aims to provide exemplary behavior for all layers of inmates at Mataram Prison who have not yet received proper education. This research uses theories: Differential Association Theory or Therapeutic Communication, Interpersonal Communication Theory, and Criminology Theory. The method used is a qualitative descriptive approach with a phenomenological perspective. data analysis through reduction, data presentation, and conclusion of data analysis results. There are two: verbal communication and nonverbal communication. The head of Mataram Prison responded that good communication is communication that is continuously conveyed by all prison officers united with the inmates to establish communication as if they were in their own home: supporting factors include the improvement of good human resources, the high awareness of inmates, and the safe and conducive prison situation, while hindering factors include lack of self-awareness, unfair behavior within the family, and the unfair work culture of the officers. Solution: Each officer strives to improve communication continuously, and each officer acts fairly towards inmates by setting an example in the living quarters. Each officer continues to enhance the guidance for the inmates so that they have the necessary skills when they return to society.
