Abstract
The definition of what a small and a medium enterprise is, has become an obstacle to the research studies dealing with the development of these economic units. The adoption of qualitative, quantitative and mixed criteria appears as a solution. The advantages and inconvenients from the adoption of each of these criteria show the actual importance of looking for an homogeneous criterion that defines exactly what a small and a medium enterprise is. The groups that result from this particular criterion could be better evalu- ated from the economic, social and politic points of view.
