Abstract

The consolidation of the Franco regime gave rise to probably the most determined attempt in Spanish history to annihilate non-Cas-tilian languages and substate nationalisms. However, from the 1950s and especially from the 1960s onwards, both Catalan and Basque na-tionalism gained considerable momentum. The dictatorship’s princi-pal response was to recur to repression, but some of its sectors advocated a different kind of policy. They sought to attract and capitalise upon both movements for their own benefit. This paper analyses pro-posals put forward by the provincial bodies of the Movimiento (Na-tional Movement) and by civil governments in both Catalonia and the Basque Country.
