TRANSFORMACIÓN DIGITAL EN LA ADMINISTRACIÓN LOCAL: DESAFÍOS DE LA LEY 21.180

Abstract

The milestone of Law 21,180 coming into force and its regulations, under the name of Law of Digital Transformation of the State, poses a kind of new treatment for local administrations and citizens, under multiple conditions and channels. In this context, the present investigation, aims to describe the current situation in relation to the measures adopted by the municipalities in Chile, to face the entry into force of the norm, the comparison and the, with regard to the availability of resources in their various dimensions, internal and external coordination, communication processes, as well as the support and technical guidance received from other levels of administration. The results are presented over a population of 85 municipalities disaggregated according to typologies, using the available mechanisms to gather information which Transparency Law 20,285 provides. From the results obtained, the deficits presented by the implementation of the standard in local administrations are concluded, mainly in terms of planning, resources and communication with the various actors that interact in the process, namely, other public agencies or citizens, manifesting insufficient collaboration, coordination and guidance from the central and regional levels to install this process.
