Abstract

In the structure of telecommunications infrastructure, Data Center (DC) and Data Recovery Center (DRC) is an important node, where DC is the storage location of server devices and all its supporting equipment which store, process and protect all forms of information or data from all institutions or government agencies, private and individual. With communication devices these data are exchanged nationally and internationally. In order to protect the continuity of data managed in DC, the DRC becomes an important and strategic element to support DC when there is a DC failure of any kind. In order to improve service to the community, a strong and reliable national DC and DRC is needed. The policy that allows each work unit in each Government Agency to be able to build, operate and maintain a DC is considered to cause a waste of state money and has an impact on the difficulty of integrating government-owned data and information. Not to mention the ID-SIRTII (Indonesia Security Incident Response Team) data on the Internet Infrastructure / Coordination Center) which states that site security and government applications are considered very weak. After going throug h assessment and needs analysis, it is estimated that to support the implementation of National e-Government and in accordance with the e-Government Roadmap DC and DRC capacities are needed up to ± 1165 TB at the initial stage. The DC will be in the form of a Cloud Virtual Private Server (VPS) infrastructure to be provided according to user needs. The infrastructure for DC Integration is temporary in nature, awaiting the realization of the construction and operation of the DC and National DRC. Abstrak-Dalam struktur prasarana telekomunikasi, Data Center (DC) dan Data Recovery Center (DRC) merupakan simpul penting, dimana DC merupakan lokasi penyimpanan perangkat server dan segenap pendukungnya yang menyimpan, mengolah dan melindungi segala bentuk informasi atau data dari segenap institusi atau instansi baik pemerintah, swasta maupun individu. Dengan perangkat komunikasi data-data tersebut dipertukarkan secara nasional dan internasional. Guna melindungi keberlangsungan data-data yang dikelola didalam DC maka DRC menjadi elemen penting dan strategis untuk mendukung DC manakala terjadi kegagalan DC dalam bentuk apapun. Dalam rangka peningkatkan pelayanan kepada masyarakat maka diperlukan DC dan DRC nasional yang kuat dan handal. Kebijakan yang mengijinkan setiap Satuan Kerja pada setiap Instansi Pemerintah untuk dapat membangun, mengoperasikan dan memelihara DC dinilai menyebabkan pemborosan uang negara dan berdampak pada sulitnya integrasi data dan informasi milik pemerintah. Belum lagi data ID-SIRTII (Indonesia Security Incident Response Team on Internet Infrastructure/Coordination Center) yang menyebutkan bahwa pengaman situs dan aplikasi pemerintahan dinilai sangat lemah. Setelah melalui pengkajian dan analisa kebutuhan, diperkirakan untuk mendukung penyelenggaraan e-Government Nasional dan sesuai Roadmap e-Government diperlukan kapasitas DC dan DRC hingga ±1165 TB pada tahap awal. DC tersebut akan berbentuk infrastruktur Cloud Virtual Private Server (VPS) yang akan diberikan sesuai dengan kebutuhan pengguna. Infrastruktur untuk Integrasi DC ini bersifat sementara hingga menunggu realisasi pembangunan dan beroperasinya DC dan DRC Nasional.
