Abstract

Reforestation performances of several reforestation projects in Indonesia are questinable (Mulyana, 2005 and Haeruman, 2005). What factors effecting the reforestation performances, and how to get a better performance are important to understand. This report evaluates performance of two on-going reforestation projects with different biophysical and socio-economic conditions, there are, IFSP (Indonesian Forest Seed Project) project funded by Danida, and OECF (Overseas Economic Cooperation Fund) project funded by OECF. IFSP project located in Timor Tengah Utara (TTU) district, while OECF project located in Kupang, Alor and Sumba Timur districts. Both projects were started in the early 2000 and were chosen because of location and project management differences. Using quadrant analysis based on socio-economic and biophysical analysis, TTU district located in quadrant 4, that means it has both unfavourable socio-economic conditions and high percentage of critical lands. While OECF project is located in districts from quadrant 1 and 2, which means that it has more favourable social-economic conditions and low percentage of critical land areas. The two projects show, that regardless of disadvantages district, the IFSP pilot project indicated a better performance. The performance criteria used were (i) survival rate, (ii) growing of other trees, (iii) communities participation, and (iv) appearance of animal husbandry in the location. Preliminary achievements of the two project are indicated. Several suggestions arise from this study as a lesson learned for improving performance and promoting reforestation and poverty alleviation.
