Abstract
Purpose: This study aims to assess the barriers to implementing Lean-Agile practices in the pre-contract stage for works procurement. The objectives are to identify core lean-agile principles and methodologies applicable to the pre-contract stage and to identify the drivers for lean-agile management of the pre-contract process. Design/Methodology/Approach: This study adopted a quantitative research design. The population size and composition were established for 40 professionals. A census approach was employed to capture the entire population of professionals directly involved in the pre-contract stage of construction projects at the University of Cape Coast. The questionnaire used in this study was designed to collect data. Descriptive statistics, such as frequencies, means, and standard deviations, and Inferential statistics, including t-tests, ANOVA, and regression analysis, were used for data analysis. Findings: The findings revealed key drivers for implementation, including the desire for continuous improvement, the need for flexibility and adaptability, and improved stakeholder coordination. However, significant setbacks were identified, including rigid procurement rules, difficulties integrating with existing systems, and resistance from traditional project management practitioners, with respective mean scores of 4.30, 4.20, and 4.18. Research Limitation: The research primarily relied on self-reported data and did not assess the long-term implementation impacts. Practical Implication: The proposed guidelines offer a roadmap for construction institutions to enhance procurement efficiency and project delivery outcomes through strategic lean-agile interventions. Social Implication: These philosophies fundamentally transform how people interact, collaborate, and find meaning in their work while creating ripple effects throughout organisational ecosystems and the communities they serve. Originality/Value: The study contributes to knowledge by extending lean-agile theories into the construction pre-contract domain, providing practitioners with a framework that emphasises iterative planning, visual management, and continuous improvement.
