BIM technology is widely used in today's construction industry. Compared with the construction industry, China lacks in-depth research on BIM's application to water conservancy sectors and there are many problems. Based on the application of BIM in the water industry, this study introduces the TOE framework to focus on the non-value-added activities in the use of BIM, and analyzes the non-value-added activities in the application and promotion of BIM in the water industry that affect the priority allocation of resources and other issues, and finds that the technical aspect is the biggest problem in the promotion of BIM.
