Abstract

Population aging is challenging the financial sustainability of social security systems. Recent reforms rely on the diversification of the sources of retirement income, namely on personal retirement saving plans. This paper analyses the role that individuals are supposed to assume in this context and presents the development of such plans in Portugal. Additionally, the paper considers the problem of individuals' capacity to protect themselves adequately in the absence of proper financial education and consumer regulation.
