Abstract
This article discusses the planned implementation of KUSUKA Card program policies in the western region of West Java Province. Qualitative research locations with locations in the western region of the province of Bandung. Source of data taken from primary data and secondary data, collected by interview, observation, and documentation techniques. Data analysis using qualitative analysis models from Miles and Huberman which consists of data reduction, data matching, and conclusions. The results showed the policy of implementing the Kusuka card program in the western region of West Java province was not as expected, The quality of the card allowance I like has not been received at all by businesses. The time spent issuing the Kusuka card that most requires lost effort due to frequent changes in data by the stakeholders. Certainty is very much awaited by the cost of operating the card by the business. The KKP through instructors must reschedule the data collection of the cards I like for businesses that have not received the card without having to ask for data or fill out forms again. In order to get the quality of the card allowance immediately accepted by the business, the Bank is requested to increase its business interests. Exploring cooperation of the cards I like with the local banks like BJB. However, KUSUKA Card is effective as a media pendulum for recorded business. The completion of the KUSUKA program policy in distribution in the western region of West Java province has not yet been approved
