Abstract

Os estudiosos da democratização foram levados a acreditar que as novas democracias cedo ou tarde deveriam atingir as formas de institucionalização que caracterizam as democracias antigas. Quando isso não ocorre, as primeiras são vistas como "democracias bloqueadas". Argumenta-se que é preciso estudar as novas democracias, sobretudo as latino-americanas, não por aquilo que nelas está ausente, e sim por suas características positivas.The stunted of democratization have been led to believe that the new democracies sooner or later should attain the forms of institutionalization that characterize the older ones. When this does not happen the former are seen as "stunded democracies". It is argued that the new democracies, first of all the Latin American ones, should be studied not for what is absent in them but for their positive characteristics.
