La sécurité dans l’histoire des techniques : l’exemple de l’énergie nucléaire

Abstract

Le risque technologique est aujourd’hui une préoccupation majeure de nos sociétés. L’histoire du risque et de sa maîtrise, l’histoire de la sécurité, ouvrent un champ nouveau pour permettre de comprendre comment les techniques s’insèrent dans nos sociétés. L’article suivant présente l’exemple de l’histoire de la sécurité dans le domaine électronucléaire. Étant donné le potentiel catastrophique du risque dans ce domaine, sa maîtrise fut au cœur du développement de cette forme d’énergie. Abandonnant la prétention à une sécurité absolue, les ingénieurs du nucléaire proposèrent des concepts novateurs d’évaluation du risque technologique. Relater leurs travaux – succès mais aussi problèmes, doutes ou échecs – dans leur contexte offre à l’historien la possibilité d’apporter sa contribution au nécessaire débat public sur la question de l’acceptabilité des technologies à risque.Technological risks are a major social preoccupation today. The history of risk and of its control, that is to say the history of security, opens up a new field of investigation allowing us to understand how technological systems integrate society. The following article is a case study of the history of security in the field of civil nuclear power. Given the catastrophic po-tential of accidents in this domain, risk control was at the heart of the development of this form of energy. Abandonng claims to absolute security, nuclear engineers proposed novel concepts of the evaluation of the degrees of technological risk. The account of their work in its context, of their successes and their difficulties, their doubts and their failures, offer the historian the possibility of making a contribution to the vital public debate on the question of the acceptability of potentially dangerous technologies.
