Abstract
En faisant le choix de son maintien dans le champ territorial de la France en 1976, Mayotte s’est de fait fortement singularisée au sein de l’archipel des Comores devenu indépendant une année auparavant. Aujourd’hui Collectivité Départementale, Mayotte est dès lors entrée dans une logique économique bien spécifique, fondée sur la prépondérance des transferts financiers de l’Etat qui ont modifié, en profondeur, les structures économiques, sociales et démographiques de l’île. Ces nouvelles évolutions se traduisent en particulier par une réorganisation spatiale à grande échelle, marquée par un processus de concentration des activités et des hommes sur l’espace littoral. Car c’est bien là que se nouent aujourd’hui les principaux enjeux de l’île : enjeux économiques d’abord avec la modernisation tout autant que l’émergence d’activités qui s’inscrivent et se multiplient dans l’es pace littoral ; enjeux fonciers avec des politiques de régularisation foncière particulièrement laborieuses et pas toujours satisfaisantes ; mais surtout enjeux d’une gestion intégrée absolument nécessaire dans le cadre de cet espace fragile et convoité, exigu et de plus en plus peuplé, disputé et mal réglementé. A l’heure où l’île s’ouvre aux investissements et à de nouvelles logiques de développement, l’aménagement du littoral pose avec plus d’acuité encore la question de la conciliation des impératifs économiques et de la préservation d’un milieu lagonaire exceptionnel.Mayotte “Perfume and tourism”. the New Economic Conditions of the Coastline. After choosing to remain French in 1976, Mayotte has acquired a distinctive identity within the Comoros, which had become independent the year before. Now “Collectivité Départementale”, Mayotte is therefore managed by a specific economic structure based on the preponderance of financial government transfers which have deeply modified the economic, social and demographic profile of the island. Such new developments are leading to an important spatial re-organization, particularly to a strong concentration of activities and population along the coastline. Indeed, it is precisely on the coastline where most of the main changes are taking place. First of all, economic changes with the modernization or the introduction of more activities on the coast. Then land-use changes with policies relating to land ownership that are particularly complex and inefficient. Thirdly, and above all, management changes which are of prime importance within the coastal context, a space that is fragile and coveted, small and more and more populated, disputed and poorly managed. At a time when this island is opening up for investment and new development plans, one must stress the importance of conciliating the economic imperatives and the preservation of an exceptional natural setting.
