Abstract

The Education Territories of Priority Intervention (TEIP) constitute, in Portugal, an education policy which aims to promote school success and inclusion for populations marked by economic and social issues. Thus, this paper seeks to inventory the accumulated knowledge production about this theme, elucidating the effects and the determinants of this policy regarding the equality of opportunity promotion for all the social groups in the perspective of social and curricular justice. For this purpose, we proceeded to a bibliographical research in indexed journals available on the Periodical Portal of the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES), carrying out a bibliometric and interpretative analysis of publications about TEIP found on the Portal. Based on this research, we were able to verify, in the over 20-year trajectory of this policy, positive effects on the ambit of TEIP school clusters. Besides that, it was noticed that the negative effects and determinants are from structural nature and reproduce, to a great extent, a devalued view of students and TEIP stigma. In order to break the circles of social deprivation and reproduction that mark the educational experiences in TEIP institutions, a policy not only compensatory, but also transformative of school and community structures, is needed.
