Abstract

The statement `The time has come: We must now take action' is really nothing more than a continuous demand of the present to plan as best as possible to be able to shape the future present. Right now, however, this statement reflects a great deal more than that. There is an awakening of new thinking that demands more intelligent action. Fashions as well as moods fluctuate, but the spirit of the times molds the foundation of man's thinking and action. In 1989, for example, the spirit of the times mirrored a time of awakening in the impending `spring in the concrete and precast concrete industry'.
