Eficiencia del plan estratégico institucional como instrumento de verificación del control posterior en la gestión de los gobiernos regionales en el Perú

Abstract

La investigación se originó en el incumplimiento de promesas realizadas por los gobernadores regionales electos en el país, el plan estratégico es un instrumento de gestión que debe ser verificable en el control posterior a través del cumplimiento de objetivos y metas institucionales, es necesario preguntarnos ¿Es eficiente el plan estratégico institucional como instrumento de verificación del control posterior en la gestión de los gobiernos regionales en el Perú?, la investigación realizada es cualitativa de tipo descriptivo. Los resultados demuestran que los gobiernos regionales no logran sus objetivos y metas institucionales y que en una posible acción de control posterior los objetivos y metas propuestos en el plan estratégico institucional en los gobiernos regionales en el Perú, no son verificables, no obstante que la modificación a los presupuestos institucionales de apertura supera el 30% y la ejecución de gastos en promedio no supera el 90%, además que, los informes de evaluación muestran información imprecisa y otras entidades no lo publican, por lo que como instrumento de verificación en el control posterior es deficiente.The investigation originated in the failure to fulfill promises made by the regional governors elected in the country, the strategic plan is a management instrument that must be verifiable in subsequent control through the fulfillment of institutional objectives and goals, it is necessary to ask ourselves: Is the institutional strategic plan efficient as an instrument for verifying subsequent control in the management of regional governments in Peru? The research carried out is qualitative and descriptive. The results demonstrate that the regional governments do not achieve their institutional objectives and goals and that in a possible subsequent control action the objectives and goals proposed in the institutional strategic plan in the regional governments in Peru are not verifiable, however, the modification to the opening institutional budgets exceeds 30% and the execution of expenses on average does not exceed 90%, in addition to, evaluation reports show imprecise information and other entities do not publish it, Therefore, as a verification instrument in subsequent control, it is deficient.
