Abstract
The implications of Law No. 20 of 2003 against the Islamic educational system, conceptually provide a strong foundation to develop and empower the Islamic education system with the principles of democracy, decentralization, equity / fairness, quality and relevance, and uphold human rights. So manifest an independent educational accountability towards excellence. The implications of efforts to reform the education system indicates good Islamic content, process and management. Therefore, the concept offered as well as a consequence of the enactment of Law No. 20 of 2003, is reformulate the concept of Islamic education insightful universe, with the steps to build a philosophical-theoretical framework of education, and establish a system of Islamic education that is projected through the Laboratory dual function, namely the improvement of academic quality and business development. This work is done within the framework of realizing the accountability of an independent Islamic educational institutions towards excellence, so it is expected to contribute significantly in building the nation and state of Indonesia. Islamic education is an integral part of the national education system. That is if the current is still understood the position of Islamic education as a subsystem in the context of national education as merely serves as a supplement (supplement), then let a shift in the "role" of merely supplement a part that also played a role and determine the (substantial). However, if it remains in the same position, then it should MORA entitles educational settings to mone, so for the foreseeable future, setting educational issues are at one unit of the Ministry alone, and not, as now many departments managing service education and non-official.
