Abstract

This article aims to identify the profile of health care directed to elderly individuals from listening 39 representatives of health councils from the Metropolitan Region of São Paulo (RMSP), as implemented today and desirable for 2030. Therefore, we used the Delphi method to obtain consensus, as well as used the content analysis and the social discourse techniques with the support of the NVivo software. Social speeches show that services and health actions are incipient nowadays, lacking human resources, and with dissatisfaction with fields of authority and with employee selection method, being in addition recognized failures in training and delays in services implementation. For 2030, there is the desire to improve collective spaces and personal skills, greater coordination and communication between and within departments, and qualified listening to the needs and experiences of older people. If nothing is done, there is a sense that this picture will hardly change in the near future, since the representatives show themselves not prepared nor empowered to engage in the management of public health services, especially in the face of the growing contingent seeking health services.
