Abstract
The village is a sovereign area that has been strengthened since the introduction of the Village Law. Rural development has always been pursued through various forms of policies and programs that aim to utilize all potential resources optimally to improve the welfare of rural communities. One of the development approaches in the Village Law is integrated rural development, called the rural area development program (PKP). The different characteristics of development areas, approach models, and several other characteristics in this program add to the repertoire of rural development practices. This study aims to identify the characteristics of the PKP program or rural area development program. This research approach is a deductive approach and qualitative research methods. Data was collected through institutional surveys and field observations. Data analysis uses content analysis and is strengthened by data triangulation techniques. The results of the study show that the PKP program or rural area development is included in the strategy of developing rural-urban linkages with village characteristics. The program target is a developing village with good accessibility to the city, the availability of adequate infrastructure, there are small and medium industrial activities that depend on local agricultural products, and there is a network of production and distribution and economic exchange from the village to the city level. The characteristics of the PKP program delivery are a combination of bottom-up and top-down with a multi-stakeholder institutional and funding system and local institutions as the main implementors.
