Multilateralism in Colombian foreign policy from 2018-2022, a view from neoclassical realism

Abstract

This article analyzes the exercise of multilateralism in Colombian foreign policy in the period 2018-2022, based on neoclassical realism, considering that the perception of decision-makers and systemic stimuli affect foreign policy. To this end, three cases of multilateral exercise of Colombian foreign policy were analyzed: the withdrawal of Unasur, its leadership in the creation of Prosur, and its participation in the Lima Group. The qualitative methodology was based on the review of official sources and various texts. It is concluded that Colombian foreign policy in the said period was the result of the reading and perception of external stimuli, that is, the United States sanctions against Venezuela, the loss of regional leadership of Brazil, and the return of right-wing governments in Latin America, among other phenomena.
