Abstract

This study aims to develop a virtual digital system to monitor access to teaching, learning, and assessment of the Malay language in secondary schools. With the growing reliance on digital technologies in education, there is a pressing need to ensure that instructional delivery and assessment processes are both inclusive and effectively managed. Existing challenges—such as inconsistent teaching practices, limited access to instructional resources, and inadequate monitoring tools—have highlighted the importance of a centralized system that supports transparency, data-driven decisions, and equitable access to learning opportunities. Employing a design and development research (DDR) methodology, this study involves three phases: needs analysis, system design and development, and system evaluation. The system integrates features for real-time tracking of teaching activities, student engagement, and assessment practices across various schools. Input from teachers, school administrators, and curriculum experts was used to ensure the system meets the practical and pedagogical needs of users. Key functions include digital lesson planning, access logs, assessment tracking, and performance dashboards. Preliminary findings from pilot testing indicate that the system enhances visibility into teaching and learning processes while enabling timely interventions and feedback. It also supports improved planning, consistency in content delivery, and targeted support for underperforming students. The study concludes that a well-designed virtual digital system can serve as a powerful tool for promoting quality education, especially in language subjects like Malay, where cultural and national identity are deeply embedded. This innovation aligns with broader educational goals of inclusivity, accountability, and digital transformation in schools.
