Abstract
The management of water resources is one of the main current challenges of humankind. That is due to the complexity of managing conflicts related to water shortage, multiple uses and increasing deterioration of water quality. Brazilian public policies for water resources are defined in a national sphere by the National Policy for Water Resources (Law 9.433/97). In the Rio de Janeiro State they were established by the State Policy for Water Resources (Law 3.239/99). Decentralization, integration and public participation are pointed out by both policies as core strategies for water management. This two policies define the Water Resource Management System, establishing competences for all its members. These components of the System are responsible for planning, developing and applying instruments for water management. This study aims to analyze the application of water resources policies in Rodrigo de Freitas Lagoon basin, in Rio de Janeiro, RJ. The acting of each organ and the status of management instruments were analyzed based on organs's information and bibliographical searches. The Rodrigo de Freitas Lagoon is one of the most important natural environments of the Rio de Janeiro city. It has significant ecological importance - already affected by the intense and disordered urbanization - and cultural and social value. The forms of public organs action and the management instruments proposed in the policies were identified in the Rodrigo de Freitas lagoon basin.
