Abstract

A good territorial governance requires concerting all the policies and powers that affect the space. In particular, those of spatial planning, urban planning and housing, which article 148.3 of the Spanish Constitution treats as a whole. This paper deals with the relationships between spatial plans and urban plans and highlights the problems posed for urban planning by the deficit and shortcomings of spatial planning, which should precede it both logically and chronologically and which should limit its discretionary power.
