Antecedentes y evolución

Abstract

El tema que me corresponde presentar es referente a como se inició y como se encuentra el Mercosur.No pretendo hacer ninguna presentación académica, sino más bien apenas transmitir mi percepción muy personal de estas cuestiones.En mi carrera diplomática aun no tuve la oportunidad de ocuparme directamente de los asuntos del Mercosur.Acompañé en el pasado, hace mucho tiempo, y mis canas lo pueden testificar, el proceso de integración europea en sus inicios, y, más recientemente en 1989 y 1990 dirigí la División de América Meridional en el Ministerio de Relaciones Exteriores, la cual se ocupa en Cono Sur.The subjects that corresponds to me to present is referring to how it was initiated and how is the Mercosur.I do not intend to make any academic presentation, but rather just convey my very personal perception of these issues.In my diplomatic career, I still did not have the opportunity to deal directly with Mercosur affairs.I accompanied in the past, a long time ago, and my gray hair can testify, the process of European integration in its beginnings, and, more recently in 1989 and 1990 I directed the South America Division in the Ministry of Foreign Affairs, which deals with in Southern Cone.
