Expresiones comunes del patronazgo: un fenómeno sin épocas ni fronteras

Abstract

This paper aims to make a contribution to the academic discussion on the topic of relations between politics and administration in Latin America through the recognition of the diversity of manifestations of patronage in administrative practices and structures in the region, in light of other cases of massive patronage, like the American and Spanish cases at the end of the XIX century, and the beginnings of the XX century, and contemporary Mediterranean cases. The study identifies a series of cross-cutting patterns associated with the strong roots of patronage in the analysed experiences, such as as the massive politicization of managerial positions, the dissociation between regulations and the effective functioning of civil services, the systematic avoidance of career structure by using various mechanisms of escape, political filtration of the permanent bureaucracy by way of exceptional nominations or promotions based on discretionary criteria and extensive incorporation of political appointees to career system without any considerations of merit, among other practices. (English) [ABSTRACT FROM AUTHOR] El presente trabajo tiene por finalidad realizar un aporte a la discusión académica sobre la temática de las relaciones entre política y administración en América Latina a través del reconocimiento de la diversidad de expresiones del patronazgo en las prácticas y estructuras administrativas en la región, a la luz de otros casos de patronazgo masivo, como el americano y español del SXIX e inicios del siglo SXX y los mediterráneos contemporáneos. A partir del estudio se identifica una serie de patrones transversales asociados al fuerte arraigo del patronazgo en las experiencias analizadas, como la masiva politización de los puestos directivos, la disociación entre las regulaciones y el funcionamiento efectivo de los servicios civiles, la sistemática elusión de la estructura carrera mediante el uso de diversos mecanismos de fuga, la filtración política de la burocracia permanente por la vía de nominaciones excepcionales o promociones basadas en criterios discrecionales y la incorporación extensiva de nominados políticos al sistema de carrera sin mediar consideraciones de mérito, entre otras prácticas.
