Abstract

The economic merits and limitations of inclining block tariffs (IBTs) that are widely implemented in Australia to charge for urban water consumption are discussed. Data from a survey in Victoria are used to determine the effectiveness of including the notion of 'discretionary water use' in the two-step method of calculating IBTs.
