Abstract

This work aims to carry out a study on the case of legislative processing and approval of the new Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals in 2020, with the objective of analyzing the acting of the Brazilian National Campaign for the Right to Education as a paradigmatic example of civil society participation in the development of public policies. For this purpose, we resort to the investigation of documents produced by the network, in the light of theories on public policies and social movements. It is concluded that the insertion in the decision-making arena of the segments of the population most affected by the public policies under discussion is a necessary path for the expansion of social rights and the advance in the substantial character of Brazilian democracy.
