Abstract

The importance of public spaces has been pointed out through environmental issues and disaster-prevention policy. In Otaru, present urban foundation was formed by city replanning plan after the 1904 great fire in Meiji era. With a specific focus on public spaces, this paper explores planning processes of fire prevention boulevards and parks, such as Otaru park, in Meiji era.
