Abstract

The coverage number of community participation in the National Health Insurance program and Healthy Indonesia Card (JKN-KIS) program in South Kalimantan (South Kalimantan) are among those that are still not optimal in Indonesia. Based on the September 2019 report, the Alalak Tengah Public Health Center was the health center that had the lowest JKN-KIS coverage of 10,209 participants, compared to other health centers in the northern Banjarmasin region. The purpose of this study was to determine the implementation of JKN-KIS in Health Services in the Middle Alalak Health Center in 2019. The method of this research was descriptive qualitative by taking a purposive sampling with a total of 6 informants. The instrument used in the form of interview and observation guides with a focus of research includes input, process, and output. The results of the research on the input aspects obtained information that the knowledge of officers have knowledge about the program, there is no special funding for socialization activities JKN KIS, visits from the BPJS conducted routinely every month, health facilities for JKN KIS participants according to the type of disease that can be served at FKTP level, drug availability as material in the service of JKN participants because it is a dropping from the APBD. In the Process aspect, the strategy carried out in improving the implementation of JKN KIS participants followed the Puskesmas accreditation system, coordinating officers in running the program was already quite clever, said the key informant. The next aspect is Output, where the implementation of JKN KIS membership in the work area of Puskesmas Alalak Tengah is already more than 80% of its membership, but it is still low when compared to other Puskesmas in North Banjarmasin, the obstacle found is that some people register outside the area it works.
