Abstract
The distinction State policies/Government policies is an established distinction in the field of political science. The purpose of using the distinction is to designate policies that must have more/less stability, as well as the need to cross governments through planning. This low designation value leads to the problem that governs the present work: the distinction between government / state public policies is insufficient and, if applicable, which categories can be useful for observing the phenomenon of public policies? In hypothesis, that the distinction between government / state public policies is insufficient and that the solution lies in observing at least three minimum and possible axes of distinction, namely, institutional arrangements, policies designs and public policies objectives, which can be government and state. The justification lies in the need to increase the complexity of the observations on public policies, given the usefulness of the division for the purposes of controlling public policies. The methodology to be used is hypothetical-deductive and the procedure technique is bibliographic.
