MUNICIPAL GOVERNANCE MODEL ALIGNED WITH THE SDGS: MONITORING PROPOSAL IN MUNICIPALITIES

Abstract

Objective: Adapt a municipal governance model, aiming to monitor the SDGs in municipalities, based on indicators that offer an analysis of the potentialities and weaknesses of the local structure and context; Theoretical Framework: Governance systems for analyzing the SDGs as a matrix tool, allowing them to operate effectively in relation to strategies and be able to analyze global objectives. Method: The methodological perspective included a qualitative and applied approach. It is classified as a descriptive and exploratory research, as it seeks to explore indicators related to governance. Results and conclusions: The results obtained indicate that governance systems can play a fundamental role in achieving the SDGs, as they monitor the progress of their actions and measures towards the goals of the 2030 Agenda, allowing them to verify progress and where more commitment is needed to coordinate and integrate the various stakeholders with efficient and effective policies and strategies aimed at SDG efforts, helping to make more assertive decisions. Implications of the Research: The research has local, municipal and national relevance, allowing the investigation and examination of governance systems for the SDGs, aiming to select indicators and evaluate, within the structural and functional components, actions and practices towards sustainable development. Originality/value: The governance system for analyzing the SDGs was adjusted to adapt to the context of the municipalities, which can be applicable to any specific theme, domain or subdomain of governance.
