Evaluation of Effectiveness of the Basic Occupational Health Services in Mangunan, a Pine Forest Tourism Site in Yogyakarta

Abstract

Puskesmas Dlingo has initiated Basic Occupational Health Services (BOHS) in the Mangunan forest tourism village since 2019. To develop the BOHS, the program manager of the BOHS at the health centre is to carry out mentoring functions during the initiation of formation, coaching tasks after the UKK post is formed, and monitor and evaluate the implementation of the UKK post. Since its establishment, this UKK post has never been assessed for its activity. The purpose of this study was to assess BOHS in Mangunan forest tourism. This study is qualitative research with a case study approach. The informants consisted of nine people: the BOHS program manager and the head of the Puskesmas Dlingo, workers/cadres, the BOHS supervisor from the Bantul Regency Health Office, and the tourism manager.  All informants were selected purposively. Data were collected using in-depth interview methods and analyzed thematically. The components to assess are the number of cadres, integrated health service activities, promotive and preventive activities, BOHS facilities, recording and reporting, and revolving funds. The study found that all components indicate the BOHS is currently less active and tends to be inactive. Puskesmas policies are needed through budgets, necessary training in occupational health empowerment, and networking.Puskesmas Dlingo telah menginisiasi pos UKK di desa wisata hutan Mangunan sejak tahun 2019. Dalam pengembangan pos UKK, tugas dan dan fungsi pengelola program pos UKK di puskesmas adalah melakukan tugas pendampingan saat inisiasi pembentukan, tugas pembinaan setelah pos UKK terbentuk, dan melakukan monitoring dan evaluasi pelaksanaan pos UKK. Sejak didirikan, pos UKK ini belum pernah dilakukan penilaian keaktifan. Tujuan penelitian ini adalah untuk menilai keaktifan  pos UKK di wisata hutan Mangunan, Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan studi kasus. Informan terdiri dari sembilan  orang yakni pengelola program pos UKK  dan kepala puskesmas Dlingo 2, pekerja/kader, pembina pos UKK dari Dinas Kesehatan Kabupaten Bantul, pengelola wisata, dipilih secara purposive. Metode pengumpulan data dengan wawancara mendalam dan dianalisis dengan analisis isi. Komponen penilaian keaktifan  pos UKK adalah jumlah kader, aktivitas pelayanan kesehatan, aktivitas promotif dan preventif, sarana, pencatatan dan pelaporan serta pendanaan. Temuan penelitian menunjukkan bahwa berdasarkan komponen penilaian, pos UKK wisata hutan Mangunan wilayah kerja Puskesmas Dlingo kondisinya saat ini kurang dan cenderung tidak aktif. Dibutuhkan kebijakan puskesmas dalam penganggaran, pelatihan partisipatif pemberdaya kesehatan kerja, memperluas jejaring.
