Abstract
The United States federal system experienced a development process which included "federalism", "cooperative federalism", "new federalism". In the beginning, the power relations between federal and state were kept balance relatively. Later, the relative balance was broken. Final, there was a new process that reprocess the relative balance of power. In short, each period exhibit different characteristics.
