Calidad y modelos de calidad para su medición y aseguramiento en hospitales públicos: ¿es posible normar un constructo?

Abstract

This article is a proposal for reflection on the concept of quality in health in the international context and its attempts to standardize a construct and define a model, evidencing that quality is not adequately incorporated into legislative developments. The different approaches and international standards force the following question: Is it possible to define, formalize and generate a single regulatory framework? The objective of the bibliographic review is to characterize a construct of quality in health and to demonstrate the health advances in the world to account for some normative models that guide health policies in different countries. This is complemented by more than 10 hospital pre-investment studies prepared in Chile (between 2000 and 2010). It is concluded that quality is a multivariate concept in constant evolution and mobility, that its measurement depends on the area of work and who measures it, and that the analyzes of the quality models reflect that there is no consensus in this regard and, therefore, care must be taken when approaching the regulatory frameworks.
