The article reconstructs the dispute over Chile's position in the Non-Aligned Movement, between Augusto Pinochet's military government and a group of exiles known as Chilean Resistance. The article aims to show, first, that the exiles -conceived as an international non-state actor- contributed, with the support of Cuba, to keep the military government excluded from the Movement. Second, the article argues that the dictatorship made its foreign policy more flexible in its vain attempt to be readmitted into the Movement.
