Estrategia para mejorar el proceso de atención y prevención a desastres ejecutado por la UNGR y el COING

Abstract

La gestión del riesgo se ha convertido en un asunto de seguridad y defensa nacional. Así quedó estipulado en el eje estratégico nº 6 “fortalecimiento institucional” propuesto en la política vigente. Las responsabilidades asignadas al Ejército Nacional, y por tanto al comando de ingenieros, en materia de gestión del riesgo son amplias, complejas y desafían el modelo actual que posee el COING para intervenir y atender emergencias con naturalezas diferentes. Por esta razón, el propósito primario de esta investigación es estructurar el proceso óptimo de atención y prevención a desastres que se lleva a cabo entre la Unidad Nacional para la Gestión del Riesgo, el Comando de Ingenieros Militares y la Brigada de Atención y Prevención de Desastres.Risk management has become a matter of national security and defense. This was stipulated in strategic axis No. 6 “institutional strengthening” proposed in the current policy. The responsibilities assigned to the National Army, and therefore to the engineering command, in terms of risk management are broad, and complex and challenge the current model that the COING has to intervene and respond to emergencies of different natures. For this reason, the primary purpose of this research is to structure the optimal process of disaster care and prevention that is carried out between the National Unit for Risk Management, the Military Engineers Command, and the Disaster Care and Prevention Brigade.
