Abstract

This research addressed from a systemic approach, the perspective of Virtual Education in Institutions of Higher Education, approached from a strategic vision to ensure the conditions of quality and relevance of programs offered under this type of studies. The study considered very relevant aspects of business processes that result in management function and quality of virtual programs from a systemic view under a humanistic model through learning organizations, where three large groups interact: organizational, educational and technological addressing the complexity of these interactions at different levels of action, consistent with the policy that addresses every intelligent organization, allowing the definition of strategies and tactics to follow ( Duart, 2012). In this sense the New Technologies of Information and Communication in the teaching and learning processes, seen from different approaches are discussed, and use this resource as a way to expand coverage and internationalization of their programs for certain educational contexts, making IES will be called upon to change and thus to experiment with new strategies and management models that logically affect both the process of training, support resources, knowledge management , development and overall growth of human resources and educational administration itself.
