RESGATAR A PARTICIPAÇÃO: DEMOCRACIA PARTICIPATIVA E REPRESENTAÇÃO POLÍTICA NO DEBATE CONTEMPORÂNEO

Abstract

Resumo O artigo discute o esvaziamento, na ciência política das últimas décadas, do ideal de democracia participativa. Enquanto as formulações originais, dos anos 1960 e 1970, indicavam a necessidade de ampliação dos espaços de gestão democrática coletiva na vida cotidiana, em particular nos locais de trabalho, os modelos das décadas seguintes aceitam a circunscrição das práticas democráticas ao Estado. Em movimento paralelo, a crítica às instituições representativas e à passividade política que elas promovem foi deixada de lado, em favor de uma percepção em que a diferença entre participação e representação é praticamente anulada. Com isso, a radicalidade da crítica participacionista às democracias liberais é perdida.Abstract The article discusses the deflation of the participatory democracy ideal in the political science of recent decades. While the 1960's and 1970's original formulations indicated the need to increase opportunities for collective democratic management in the everyday life, particularly in the workplace, the models in the following decades accept the circumscription of democratic practices to the State. At the same time, the criticism to representative institutions and to the political passivity they promote has been set aside in favor of a perception in that the difference between participation and representation is practically annulled. Thus, the radicalism of participationist criticism to liberal democracies is lost.
