Abstract

This article is offered as a Cost-Student Quality Simulator (Simulador de Custo-Aluno Qualidade — SimCAQ) as a guiding instrument for the study of price and education quality in Brazil. It is an online Computational system that produces information about the following questions: What is the Cost-Student Quality (CAQ) in the levels/exercises of basic education? What is the budget for education in each city and state to guarantee funding according to quality conditions? What is the impact of adopting a CAQ as reference value in the total amount of funding in basic education considering the national scenario? After defining 169 parameters, named ‘Quality Standard Reference’ (Padrão de Qualidade de Referência — PQR), simulations done for 2019 are of 19.8%.
