Abstract
Following the distinction between overseas departments (DOM) and territories (TOM) in the French Constitution, European Union law makes a distinction between outermost regions (OMR) and overseas countries and territories (OCT). The OMR are integrated to the European community - under some conditions of adaptation ; the OCT are associated to it. The Constitution for Europe has integrated these two regimes with a new twist : the possibility of changing the status upon a request from the member state concerned. © Le Seuil.
