Abstract
Over the last years, disappointment with government handling of issues has motivated efforts to improve the transparency, openness of government and accountability of public institutions. Recent developments in information and communication technology (ICT) provide real opportunities for citizens to participate more widely, simply and transparently in decision making processes. In this paper we present an approach to a framework of indicators for evaluation, accountability, innovation and participation. The proposed system is based on a collaborative model that encourages citizen participation and promotes social innovation.
