ANALISIS POLA PENGELOLAAN MENUJU KEUANGAN BADAN LAYANAN UMUM DAERAH DI PUSKESMAS BLEGA SUDIYO

Abstract

Beberapa Puskesmas di Kabupaten Bangkalan telah mampu memenuhi kebutuhan operasionalnya tanpa adanya subsidi dari pemerintah daerah, namun untuk pencairan dana seringkali tidak tepat waktu karena masih terkendala alur birokrasi. Alur birokrasi yang terlalu panjang dan kurangnya fleksibilitas dalam penggunaan dana menghambat kelancaran pelayanan di puskesmas. Penerapan kebijakan BLUD Puskesmas menjadi solusi untuk mengatasi permasalahan tersebut. BLUD Puskesmas, dana/pendapatan Puskesmas dapat langsung digunakan untuk operasional (fleksibilitas penggunaan dana) tanpa dibayarkan ke pemerintah daerah, sehingga dapat memangkas rantai birokrasi pemerintah daerah dan dengan demikian puskesmas dapat meningkatkan kinerja pelayanannya secara produktif, efektif dan efisien. Untuk menganalisis dan mengetahui sejauh mana kesiapan penerapan kebijakan BLUD Puskesmas di Kabupaten Bangkalan. Dalam penelitian ini peneliti menggunakan jenis penelitian kualitatif dengan metode deskriptif analisis dengan rancangan studi kasus untuk menggambarkan situasi dan mengkaji secara luas kesiapan implementasi kebijakan BLUD Puskesmas, dengan cara menganalisis kesiapan persyaratan teknis dan administratif Puskesmas, menganalisis peran stakeholder. Menganalisis suasana di Puskesmas Blega dalam kesiapan implementasi kebijakan BLUD Puskesmas di Kabupaten Bangkalan. Pengambilan sampel dalam penelitian ini dilakukan secara purposive sampling. Metode pengumpulan data diperoleh dengan wawancara mendalam, observasi dan penggunaan dokumen. Hasil analisis menunjukkan tingkat pengaruh dan kepentingan stakeholder cukup tinggi namun belum sepenuhnya siap dengan regulasi BLUD Puskesmas. Suasana yang terlihat di Puskesmas sudah mendukung, terlihat dari komitmen puskesmas yang sudah ada, sistem pengelolaan keuangan Puskesmas sudah ada namun belum terlatih dengan pengelolaan keuangan BLUD. Secara keseluruhan kesiapan implementasi kebijakan BLUD Puskesmas di Kabupaten Bangkalan belum sepenuhnya terlaksana, perlu segera ditindaklanjuti dengan regulasi yang mendukung dan sumber daya yang memadai.Some Puskesmas in Bangkalan district have been able to meet their operational needs regardless of the subsidy from the local government, but for disbursement of funds is often not timely because it is still constrained flow of bureaucracy. Puskesmas BLUD, Puskesmas funds / revenues can be used directly for operational (flexibility of fund use) without paid to local government, so that it can cut the bureaucratic chains of local government and hence puskesmas can improve their service performance productively, effectively and efficiently. To analyze and to know the extent of the readiness to apply the BLUD Puskesmas policy in Bangkalan District. In this research, the researcher uses qualitative research type with descriptive analysis method with case study design to describe the situation and explores widely the readiness of the implementation of Puskesmas BLUD policy, by analyzing the preparedness of technical and administrative requirements of Puskesmas, analyzing the role of stakeholder. Analyzing the atmosphere at Puskesmas Blega in the readiness of the implementation of the Puskesmas BLUD policy in Bangkalan District. Sampling in this research done by purposive sampling. Data collection methods were obtaine by indepth interviews, observation and use of documents. The results of the analysis indicate the level of influence and interests of stakeholders that are high enough but not fully prepared with the Puskesmas BLUD regulation. The atmosphere seen in Puskesmas already supports, seen from the existing commitment of puskesmas, financial management system of Puskesmas already exist but not yet trained with financial management of BLUD. As a whole, the readiness to implement the BLUD Puskesmas policy in Bangkalan Regency has not fully implemented, it is necessary to immediate follow up with supporting regulations and sufficient resources.
