PENGGUNAAN MODEL HIDROLOGI SWAT (SOIL AND WATER ASSESSMENT TOOL) DALAM PENGELOLAAN DAS CISADANE

Abstract

Effective watershed management should take hydrologic response unit into consideration. Therefore, analysis in watershed management should employ hydrological model. This research exploited SWAT (Soil and Water Assessment Tool) model. SWAT was a distributed hydrologic model interfaced with GIS (Geografic Informationt System) and integrated with Decision Support System. The research was aimed (1) to identify the sub watershed and land unit categorized which cause problem on Cisadane Watershed and (2) to evaluate implementation of Cisadane watershed management. According to SWAT analysis, some three sub-watersheds were categorized as potentially cause problem concerning water management and land use, i.e. sub of Cisadane Hilir 2 watershed, sub of Cisadane Tengah 2 watershed and sub of Cisadane Hulu 8 Watershed. Sub-watersheds that had tendency to give the highest peak flow were sub-Watershed Cianten Hilir 3 and Sub-Watershed Cianten Hulu 3. Sub-watersheds that produced highest omount of sediment were sub-Watershed Ciampea, sub-Watershed Cihideung and sub-Watershed Cinangneng. Evaluation on the watershed management planning with applying merger scenario, water management related criteria was classified as good, bud land use related criteria was classified as not good. Application of SWAT model could be identified to identify the sub Watershed and land unit categorized as having problem on Watershed and to evaluate various alternative of Watershed management planning. Finally with application of SWAT model could to select best watershed management planning. Keywords: Watershed management planning, model hydrology and SWAT ABSTRAK Efektifitas dari pengelolaan DAS harus memperhatikan respon hidrologi pada setiap pelaksanaannya. Dengan demikian dalam analisis pengelolaan DAS sebaiknya mengggunakan model hidrologi. Penelitian ini meman-faatkan model hidrologi SWAT (Soil and Water Assessment Tool). SWAT merupakan model terdistribusi yang terhubung dengan SIG (Sistem Informasi Geografis) dan mengintegrasikan dengan DSS (Decision Support System). Tujuan penelitian ini adalah: (1) mengidentifikasi sub DAS dan penggunaan lahan yang menyebabkan permasalahan pada DAS Cisadane, dan (2) mengevaluasi implementasi perencanaan pengelo-laan DAS Cisadane. Hasil analisis SWAT, ada tiga sub DAS dikategorikan sebagai sub DAS yang berpotensi menyebabkan masalah tata air dan penggunaan lahan pada DAS Cisadane, yaitu sub DAS Cisadane hilir 2, sub DAS Cisadane tengah 2, dan sub DAS Cisadane hulu 8. Sub DAS yang menjadi penyumbang peak flow terbesar adalah sub DAS Cianten hilir 3 dan Sub DAS Cianten hulu 3. Sedangkan sub DAS sebagai penghasil sedimentasi terbesar berturut-turut adalah sub DAS Ciampea, sub DAS Cihideung dan sub DAS Cinangneng. Evaluasi perencanaan pengelolaan DAS dengan penerapan skenario gabungan, untuk kriteria tata air menun-jukkan hasil baik, tetapi untuk kriteria penggunaan lahan masih termasuk kriteria buruk. Model SWAT dapat digunakan untuk mengidentifikasi sub DAS dan unit lahan yang berpotensi menyebabkan masalah pada DAS dan mengevaluasi beberapa alternatif perencanaan pengelolaan DAS. Penggunaan model SWAT dapat menentukan perencanaan pengelolaan DAS terbaik. Kata kunci: Manajemen pengelolaan DAS, model hidrologi dan SWAT
